The ACDP, which carried out protest marches to government buildings in various provinces yesterday morning ahead of a voting session on the BELA Bill in the National Council of Provinces (NCOP), has welcomed a decision by the NCOP not to vote on the bill due to a technicality.
An error was made when the National Assembly (NA) version of the BELA Bill was placed on Parliament’s ATC paper for the NCOP to vote on, says the ACDP in a media release. It says that at around 10am yesterday, when the NCOP was already in session, the error was corrected and the correct version of the bill was placed on the ATC. The vote has been moved to the NCOP’s next sitting on May 16.
Commenting on yesterday’s protest marches, the ACDP says: “ACDP leaders and members were joined by opposition parties, religious bodies, homeschoolers, NGOs and members of the public, as we united and stood firmly against this controversially flawed piece of legislation that threatens to destroy our education system and the family unit.”
“The technicality which has voting on the bill is proof that throughout the process of this bill there have been several errors made in procedure. Yet, the ANC majority have chosen to overlook and ignore the many concerns, submissions, and proposals of the ACDP and ordinary South Africans — this after the admission by Parliamentโs Legal Services that ๐ต๐ฉ๐ฆ ๐ฎ๐ข๐ซ๐ฐ๐ณ๐ช๐ต๐บ ๐ฐ๐ง ๐๐ฐ๐ถ๐ต๐ฉ ๐๐ง๐ณ๐ช๐ค๐ข๐ฏ๐ด ๐ณ๐ฆ๐ซ๐ฆ๐ค๐ต๐ฆ๐ฅ ๐ต๐ฉ๐ฆ ๐๐๐๐ ๐๐ช๐ญ๐ญ. On 16 May, the ANC will once more show its arrogant nature and turn a blind eye, ignore the voices of South Africans, and push through the BELA Bill which is fraught with many problematic clauses that will destroy the lives of our children.
“The ACDP encourages South Africans from all walks of life to join the ACDPโs efforts and upcoming events to increase the pressure already being placed on the ANC to have the bill thrown out.
“The reality of the BELA Bill is that it is ill conceived and not worth the paper it is written on, lacks in research and basic logic, and will ultimately not service the best interests of any South African child or parent,” says the ACDP.

This Bill is not only evil and dangerous, it flies in the face of a basic didactic principle: Do not introduce learning
material at a developmental stage before which the ,learner is able to conceptualize it.
